Governance Policy

The London Borough of Hackney Council is the Administering Authority of the London Borough of Hackney Pension Fund and administers the Local Government Pension Scheme on behalf of participating employers. Regulation 55 of the Local Government Pension Scheme Regulations 2013 and its predecessors, Regulation 31 of the Local Government Pension Scheme (Administration) Regulations 2008 and Regulation 73A of the LGPS Regulations 1997 (as amended), requires Local Government Pension Scheme (LGPS) Administering Authorities to publish Governance Compliance Statements. It also requires the Authority to keep the statement under to review and to make revisions as appropriate and where such revisions are made to publish a revised statement.


The Constitution of the Council published on 20th July 2016 sets out how the Council operates, how decisions are made and the procedures which are followed to ensure that these are efficient, transparent and that those who made the decisions are accountable to local people. The Constitution sets out the framework under which the Pension Fund is to be administered as shown in the diagram below.

Pensions Committee and Sub-Groups

The London Borough of Hackney is ultimately responsible for both Closed and Active Pension Funds and it delegates this responsibility to the Pensions Committee and its Sub-Groups.

Third Party Administrator

Equiniti is contracted to undertake all of the activities related to the administration of our members pensions and details of applicable delegations are included in the Pensions Funds Scheme of Delegation.
